The establishment of an LNG trade is both technically and financially complex. A typical project requires gas production and pipeline facilities, a baseload liquefaction facility, ships for ocean transport, and a receiving terminal with vaporization and distribution capability. This means very large capital investments which demand long term price and delivery commitments on the part of buyer and seller.
To realize the expected payout on such a project the baseload plant must achieve design capacity and deliver product quickly and reliably.
