Attention: Safety Manager/Operations Manager
This notice serves as reminder that it is the customer's responsibility, per DOT Shipping Procedures 173.34, to properly prepare cylinders of Hydrogen Chloride (as well as all other cylinders) for return to Air Products. This applies whether the cylinder is returned via common carrier or on an Air Products vehicle. A critical part of this preparation is that the valve is closed, outlet seal (dust cap) is installed gas tight, and the protective cap in is place before shipping the cylinder. This outlet seal not only protects the valve from foreign matter, but also prevents release of Hydrogen Chloride if there is leakage through the valve seat.
We have recently had several occurrences where this outlet seal has not been properly installed, was left loose in the protective cylinder cap, and wedged between the protective cap and the hand wheel of the valve. When our operator tried to remove the cap, the hand wheel turned, opening the valve, and releasing Hydrogen Chloride at our manufacturing site. This created a severe safety hazard to our employees, as well as triggering an Emergency Response within our plant. This is not acceptable.
We are requesting that individuals who handle and prepare these cylinders for return shipment be informed of this requirement and are properly trained in this procedure. Please see Air Products' "Safetygram 24 – Hydrogen Chloride" (PDF, 194K) for your reference, specifically, page 5, "Transportation Information". As the shipper of record, it is your responsibility!
